Any work begins only after the Dubai Municipality or the free zone management company issues written approval.
When municipality approval is mandatory
Official permission for reconstruction in Dubai is required in the following situations. You want to make the building higher by adding a new floor or, conversely, remove an existing one. Major repairs involve the complete replacement of electrical wiring, cooling, water supply or gas networks and require floor reinforcement. An additional block such as a warehouse, showroom or visitor reception area is planned to be attached to the existing building. A mezzanine floor or intermediate level appears inside the building to increase usable space. An unused attic is converted into a full-fledged office or storage space.
Unlike the Russian Federation, Dubai has no BTI (Bureau of Technical Inventory) or Housing Code. The process is managed by the municipality, the planning department, Civil Defence and, if the property is located in a special economic zone, its internal administration, for example for DIC, DMC, JAFZA or Dubai South.
Step by step approval procedure in Dubai
First, the owner orders an up to date technical plan from a licensed surveyor. This document, along with an application, is submitted to the planning department or the free zone management company. Officials send an architect to inspect the property and prepare a technical report. Next, designers prepare a full set of drawings taking into account all local regulations, from fire safety to environmental requirements. The project is sequentially approved by the municipality, Civil Defence and, if necessary, environmental authorities. When the reconstruction plan involves engineering networks such as electricity, water, gas or cooling, separate approvals are required from DEWA (Dubai Electricity and Water Authority) and the gas authority. Only after receiving all permits does a municipality inspector sign the completion certificate, and the building is considered commissioned in its new condition.
