Facility Construction Process
The construction process in the UAE consists of the following stages:
Obtaining a construction permit — after project development and approval from the municipality of the relevant emirate (DM for Dubai, DMT for Abu Dhabi, and the corresponding authorities in Sharjah, Ajman, Ras Al Khaimah, Fujairah, and Umm Al Quwain). Approval from Civil Defence (DCD) is also required, along with industry-specific bodies — such as the Dubai Sports Council for sports complexes.
Direct facility construction — site preparation considering sandy soils, foundation installation, fabrication and delivery of metal structures, frame assembly, cladding with UV-protected and thermally insulated sandwich panels, installation of engineering systems (HVAC, electrical, water supply, sewage, low-current networks), interior finishing, and installation of specialized equipment (for sports facilities — playing surfaces, dehumidification systems, ice compressors, etc.).
Facility handover and commissioning permit — final inspection to verify compliance with the approved design and regulatory requirements, obtaining certificates of conformity from the municipality and Civil Defence.
Property registration — entering the facility into the emirate's cadastre (e.g., Dubai Land Department for Dubai) and obtaining the title deed.
